Economic Incentive Agreement with of Biggers Motors, Inc., d/b/a Biggers Mazda (Net Revenue Generation) Objective: Generate additional sales tax revenue for the City from new and used motor vehicle sales by encouraging Biggers Motors, Inc. to retain its Mazda automobile dealership franchise in Elgin by constructing a new facility on North Randall Road.
