Staff Report & Agenda Item Details

On June 10, 2025, Commissioners Court approved the creation and proposed structure and scope of a Community Advisory Council (CAC) to guide HHS staff in the planning and implementation of the Raising Travis County Voter Approved Child Care and Out of School Time Fund. After a competitive selection process conducted by the Court-appointed Transition Task Force members and HHS staff, on September 30, 2025 the Court approved the first slate of Raising Travis County CAC members. HHS staff requests the Court approves two additional positions to the CAC membership matrix: one Austin ISD representative and one City of Austin representative. HHS staff also requests that the Court approves the proposed charter for the governance of the Raising Travis County CAC. The Charter defines the CAC's purpose and relationship to the Court:

CAC elevates community perspectives, advises HHS staff on RTC program implementation and long-term planning, and supports community engagement efforts

CAC advises HHS staff on recommendations

HHS staff brings policies, funding decisions, and the proposed RTC Implementation Plan to the Court for approval
