Travis County and the Texas Department of Motor Vehicles (TxDMV) entered into an Agreement for the Use of State of Texas Automation Equipment in December 1997. Under that agreement, TxDMV provides computer equipment to Travis County to implement the Registration and Title System. Since then, TxDMV has enhanced the Registration and Title System and has offered to lease or continue to lease equipment to Travis County. Centex Auto Title, LLC, WSF Enterprises dba Fry Auto Title Services, Auto Title Services of Oak Hill, and Preciado Insurance Agency LLC may sublease the equipment if the Full Service Deputy pays all costs invoiced to Travis County for the installation of the equipment or continued use in their Places of Business. In 2019, the Texas legislature established contracting standards for all tax assessor-collectors for relationships with their full service deputies in the Texas Transportation Code section 520.0075 and audit standards related to registration and titling service in Texas Transportation Code sections 520.010 and 520.011. IFB 140-BH License Agreement Full Service Deputy was released on November 17, 2025, and closed on December 17, 2025. All four (4) respondents were selected in compliance with the solicitation requirements. Travis County Tax Assessor-Collector, Celia Israel, will sign the License Agreements upon approval by the Commissioners Court. The RTS Lease Agreements will be signed by the County Judge, then sent to TxDMV for signature.
