Staff Report & Agenda Item Details
OVERVIEW The zoning code establishes separate regulations for screening and fencing. Screening is used to hide materials or activities that should be kept out of the public view, usually to minimize the impact of the use on surrounding properties. Fencing, on the other hand, is typically used for the privacy of the property’s occupant or for security. Matt Foster, the applicant, owns and operates two auto repair businesses in the downtown: one at 101 E Main St in the Downtown-Core zoning district and the other at 204 S Hampton in the Downtown-General zoning district. He would like to install fencing for security purposes at his properties and is requesting to amend the zoning code to allow alternative fencing materials with a specific use permit. As the commissioners may recall, Mr. Foster is interested in using corrugated metal fencing at his property on Hampton for security fencing in response to break-ins. The zoning code includes a list of fencing materials that are permitted by right and also lists materials that are prohibited. The green screen must consist of evergreen shrubs achieving a six-foot height within a year. The following materials are expressly prohibited: Chain-link fence; Pre-cast concrete; Masonry veneer; Roll and corrugated metal; and Electrical fences [permitted only in Industrial dis
