<p style="margin-left:0in;" data-pasted="true">This item authorizes the City Manager to negotiate and execute pre-event contracts for disaster logistics in the event of an unforeseen emergency/disaster. On May 13, 2026, the Department of Emergency Services went out for Proposals RFP 2026-08 for disaster logistics.<br data-pasted="true"><br>RFP 2026-08 was published in The Reporter News on May 13, 2026, and May 20, 2026, and as a result received 8 sealed proposals from the following companies: Cotton Commercial USA, Inc., Environmental Earth-Wise, Inc., Garner Environmental Services, Inc., Hunton Rental Solutions, LTS, Inc., SAFE Industries, Servpro of Friendswood, and SLSCO, Ltd. </p><p style="margin-left:0in;">The proposals were opened on Friday, May 29, 2026, and after reviewing them, the selection committee recommends awarding the pre-event contracts for disaster logistics to Environmental Earth-Wise, LLC., and Garner Environmental Services, Inc. It has been the practice of the Department of Emergency Services to have redundancy and back-up contracts when possible. FEMA prefers and encourages multiple contracts.</p><p style="margin-left:0in;">There are no upfront costs for this contract to be in place. (*) Funds would be appropriated only if the contract is executed.</p>
