.Receive a report, hold a discussion and take action on an ordinance amending Chapter 26, “Utilities,” Article IX, “Liquid Waste,” Division 1, “Generally,” Section 26-824, “Definitions” to add the definition of the term “Special Waste” and amendment to other waste type definitions and to retitle Division 3 from “Liquid Waste Transporters” to “Hazardous Waste Transporters”.

Presented in: City Council Meeting on 2026-09-21

Staff Report & Agenda Item Details

This item will turn the current Liquid Waste Transport Permit into a Hazardous Waste Transport Permit. The expanded definition will require transporters of other wastes, such as untreated medical waste, pesticide, asbestos, and other types of waste that is dangerous to pull the annual permit. This is intended to curb illegal dumping as permit holders must disclose the receiving location of their waste. Permit records can also be used by Denison Fire Rescue to ensure safe and efficient action when incidents involved permitted Hazardous Waste Transporters.
