Under the provisions of Title 1 of the Housing and Community Development Act of 1974 (42 USC 5301), the Federal government, through the U.S. Department of Housing and Urban Development (HUD), sponsors a program that provides Community Development Block Grants (CDBG) to cities and counties to develop viable urban communities by providing decent housing and a suitable living environment and by expanding economic opportunities for low- and moderate-income persons. Since 2006, Travis County has received CDBG funds from HUD on an annual basis. The proposed amendments include proposed projects to use Community Development Block Grant for Coronavirus (CDBG-CV) funding to prepare for, prevent, or respond to coronavirus, available through HUD, for the unincorporated areas of Travis County and the Villages of San Leanna and Webberville.

The Coronavirus Aid, Relief and Economic Security Act (CARES Act) makes available supplemental CDBG funding for grants to prevent, prepare for, and respond to coronavirus (CDBG- CV grants). HUD has announced the allocation of the first $2 billion in CARES Act funding for CDBG grantees.
