Under the provisions of Title I of the Housing and Community Development Act of 1974 (42 U.S.C. § 5301), the Federal government sponsors a program that provides annual grants to cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities for low- and moderate-income persons. Beginning in 2006, Travis County has administered this program under the Consolidated Plan framework. This grant agreement approves Travis County’s Program Year 2025 (PY25) Action Plan, which is included in the 2024–2028 Fifth Consolidated Plan. The County Attorney’s Office, the Auditor’s Office, and the Planning and Budget Office (PBO) have reviewed and approved the grant agreement.

The PY25 Grant Agreement for $1,787,382 is attached. The U.S. Department of Housing and Urban Development (HUD) recognizes the County Judge as the certifying official for all transactions, unless the Commissioners Court delegates this responsibility to another designee.

With execution of this agreement, the County assumes HUD’s responsibility for all environmental reviews for any HUD-funded activities within the County’s CDBG Service Area.
