Urban Empowerment Zone is a Supportive Housing project with 80 units for adults, including those with children. The project includes Studio and one-Bedroom units, plus the amenities for supportive services.The project construction commenced in December 12, 2025. To date, Urban Empowerment Zone I, LLC has expended 30% ($3,480,642.64) of the LFRF subaward proceeds as of June 2026. UEZ I, LLC also has an invoice in the amount of $952,383.73 that was sent for payment on July 7, 2026. Upon payment of the most recently approved invoice, UEZ I, LLC expenditures will increase to 39% ($4,433,026.37) with a remaining $7,069,989.63 to be spent no later than October 2026.In order to help ensure all LFRF funds are expended by the Treasury-imposed LFRF Expenditure deadline of December 31, 2026, this Subaward amendment extends the final date of invoices eligible for reimbursement from September 30, 2026, to Nov. 2, 2026. Urban Empowerment Zone I, LLC provided the appended accelerated expenditure or draw plan to demonstrate efforts to purchase (and store per insurance requirements) furnishings in advance, as well as make budget adjustments that will move eligible expenditures from RHDA (the City of Austin’s expenditures) to Travis County to ensure the County’s LFRF expenditure deadline is met.As a result, UEZ I, LLC has submitted the Supplemental Attachment S – Budget Revision Request Form and a letter explaining the request in more detail. Upon approval of this request by the Court, the budget revision form (Attachment S) will be executed by the Urban Empowerment Zone I, LLC President or CEO and the Supportive Housing Division Director. Additionally, the program budget (Attachment B) and the Draw Request Form (Attachment N) will be revised by the HHS Finance team to ensure the approved budget revisions are properly recorded and reflected for the duration of the project.The UEZ I, LLC project is slated to complete construction in May 2027.
