BACKGROUND AND OVERVIEW Request Preliminary Plat for Lots 1–6X, Block 1, MAA Crowley Crossings Addition Applicant Tim Shoemaker Location Southeast corner of FM 1187 (Crowley Plover Road) and Beverly Street/Business FM 1187. Surrounding Zoning General Commercial (GC) Future Land Use Plan Designation Open Space / Park Staff Recommendation Denial Background & CURRENT STATUS OF PROPERTY The proposed development is located at the southeast corner of Crowley Plover Road and McCart Avenue in the City of Crowley, Tarrant County, Texas. The property is approximately 8.462 acres. The site is proposed as Lots 1–6X, Block 1, MAA Crowley Crossings Addition. The property is zoned General Commercial (GC). The proposed preliminary plat creates five commercial lots and one stormwater management lot. The associated development plans identify Lots 1 and 3 for development during the first phase, while the development shown on Lots 2, 4 and 5 is currently conceptual. Staff review Comprehensive Land Use Plan The Future Land Use Plan classifies this property as Open Space / Park and Mixed-Use The Comprehensive Land Use Plan designates this property as Open Space/Park and Mixed Use. The property is currently zoned GC (General Commercial), and the proposed use is permitted within this zoning district. Therefore, staff does not consider this to be a conflict with the Comprehensive Plan that would warrant denial of the plat at this stage. Due to the size of this project, the zoning code requires the development to provide open space. The open space is not necessarily required to be a separate lot, so the applicant may intend to provide it on a per-lot basis rather than as a common area lot, in which case it would not be shown on the plat. However, the plat at the time of final plat would be required to respect the comprehensive plan, and staff will expect to see that reflected in the plans for the open space. Requirements from the Zoning Ordinance (Ch. 106) The plat conforms to all requirement
