Consider authorizing an Interlocal Agreement with Harris County Municipal Utility District No. 55 for the Regional Force Main 142-2 and Median Landscaping Project.

Harris County Municipal Utility District No. 55 is proposing to rehabilitate Regional Force Main 142-2 using an alignment within the median of Bay Area Boulevard. Installation of the force main will require the removal of existing median trees. In coordination with the City, the District has proposed replacement landscaping consisting of shallow-rooted plant materials suitable for use within roadway medians that will not interfere with the proposed force main.<br><br data-pasted="true">The proposed Interlocal Agreement authorizes the District to install and maintain the force main within the median. In exchange, the District will fund and install landscaping improvements in accordance with a landscape plan approved by the City. The landscaping plan will address plant selection, placement, and compatibility with the surrounding roadway environment.<br><br>The District will be responsible for all costs associated with the design, construction, inspection and installation of the force main and the initial landscaping improvements. The District will also be responsible for repairing and replacing the landscaping during the one-year warranty period. Following the warranty period, the City will assume responsibility for ongoing landscaping maintenance. The District will retain responsibility for maintaining the force main and restoring landscaping damaged by subsequent force main maintenance, repair or replacement.
