Discuss and consider approval of a revised development plan for Karis Addition Phase 2A

<span style="margin-left:0in;">The planned development district ordinance for Karis requires a development plan be approved by the City Council prior to consideration of the preliminary plat. In 2024, the city approved a development plan for phases 2A and 2B and, in 2025, a final plat for Phase 2A. The developer then decided to take a different direction with this phase; they requested a code amendment (granted earlier this year) and then applied for a new preliminary plat. The development plan is under consideration at this meeting, and the preliminary plat for this phase will go to the Council for consideration at the next meeting. </span><br><br><span style="margin-left:0in;">The development plan serves as a guide for any future plats of property within the plan's boundaries. Rather than showing elements that would be included on a plat, such as easements and exact lot dimensions, it shows the block and lot arrangement with general information about the lot types, the streets plan (including parkway landscaping), and the parks / open space plan. <span style="margin-left:0in;">Under the Karis planned development district regulations, development plans go directly to the City Council for consideration, so there is no Commission recommendation for this agenda item.</span><br></span><br><span style="margin-left:0in;">The development plan was reviewed by Planning, Public Works, Utilities, and Fire Department staff, as well as the city engineer. All comments from Fire, Utilities, and the city engineer have been addressed. There are a few remaining comments from Public Works and Planning staff (see attached letter). For the Planning and Public Works staff comments, all substantive comments have been addressed, and staff recommend conditional approval.
