The Purchasing Office issued a $13,888.40 purchase order to drill test wells at East Metropolitan Park. The vendor contacted the department and indicated the work could take up to seven days and that additional costs required approval. Unaware that the amount was a daily rate, the Park Supervisor allowed seven days of work without confirming fees. The final invoice totaled $101,287.60, $87,399.20 above the original purchase order amount, due to miscommunication.

These services were required to preserve the safety of the public participating in sporting activities and the lack of water in the fishing ponds would cause them to be unusable in the event of a wildfire or managing prescribed burn operations.

Pursuant to Texas Local Government Code 262.024, an item that is necessary to preserve or protect the public health or safety of the residents of the county, is exempt from the requirement established by Section 262.023 if the Commissioners Court by order grants the exemption.

Purchase Order Information:
Purchase Order No.: 4100245420
Contractor Name: Brien Water Wells
Purchase Order Amount: $101,287.60 (Initial PO amount of $13,888.40 plus overage amount of $87,399.20)

Previous Purchase Order Expenditures: Initial PO was issued in the amount of $13,888.40.
