Staff Report & Agenda Item Details

The Facilities Management Department (FMD) has been working with the County Attorney's office to draft the attached license agreement between Travis County and Worthy Voices. The request is for permission to use two offices (Room 1344 and Room 1356) once a week, with associated fees waived. The organization plans to provide Battering Intervention and Prevention Program (BIPP) classes to individuals served by Travis County Adult Probation in the space.
This request is sponsored by Travis County Adult Probation, based on the work and partnership of Worthy Voices, the organization’s budgetary needs, and the importance of the services provided to the Department and to the work of the County. The organization has gone through the process set forth in County code, Chapter 44, to request discounted space. Worthy Voices meets the eligibility criteria for a discount, as they are a nonprofit tax-exempt entity with an organizational mission related to County services. A memo from the organization requesting a discounted rate for the space is attached. There is also a support memo from Adult Probation attached.
The current annual rate for office space in the Southeast Austin area is approximately $35 per square foot. A license agreement at this rate for the requested space use of 515 square feet would cost $300 per month for the space, or $3,600 per year.
The license agreement will start on July 7, 2026, and will expire on June 30, 2027. However, the Licensee has four (4) one-year extensions. If the extensions are exercised, then the license agreement will expire on June 30, 2031. The language of the agreement provides that the County may terminate the License Agreement if needed.
