Harris County Precinct 2 selected the Bay Area Boulevard Rehabilitation and Subgrade Stabilization Study as its partnership project with the City of Friendswood through its 2025 Partnership Call. This proposed Joint Participation Interlocal Agreement provides for Harris County and the City to jointly conduct a geotechnical study of Bay Area Boulevard from FM 528 to Grissom Road within the City of Friendswood. The scope of work includes geotechnical borings, laboratory testing, evaluation of existing pavement, base materials, and subgrade conditions, preparation of cost estimates, and development of recommendations to support future reconstruction of Bay Area Boulevard.<br data-pasted="true"><br>Harris County will be responsible for managing and delivering the work under the agreement. The City and Harris County will each contribute 50% of the project cost, with the City's contribution not to exceed $150,000. The City will be invoiced in advance and is required to remit payment within 14 business days, with a final cost reconciliation occurring at the conclusion of the project.<br><br>The funding source will be from the streets improvement fund.
