Staff Report & Agenda Item Details

The Proclamation is honoring the life of the late Sgt Horace P. Williams. Following his retirement from military service, Sgt. Williams devoted himself to preserving and sharing the rich and often under-told history of African American military service as the co-founder and president of the “Buffalo Soldier” Reenactment Organization, established in September 1996. On any given weekend, Sgt. Williams dressed in his authentic replica uniform of an 1870’s Cavalryman, loaded his horses in the trailer, hooked it up to his pickup truck, and was on the road with the other members of his "Buffalo Soldiers" re-enactment group to share this rich history with others.
