Staff Report & Agenda Item Details
On July 5th, 2025, Travis County Judge Andy Brown issued a Disaster Declaration in response to severe flooding. That same day, the State of Texas extended its Disaster Declaration to include Travis County. As a result of these declarations, Emergency Operations were activated for the Travis County area.

As a result, Transportation and Natural Resources is requesting a contract for professional engineering services for the emergency and exigent repairs to Nameless Road Low Water Crossing at Sandy Creek Tributary located approximately 1500LF west of the intersection of Nameless Road and Palomino Ranch Drive.

Pursuant to §262.024 (a)(1),(2) of the Texas Local Government Code, and in accordance with the Commissioners Court authorization, approval and exemption of purchases set forth in its July 8, 2025 Order to Continue the Disaster Declaration, the Commissioners Court hereby orders that contracts for goods and services in response to the July 2025 Severe Weather and Flooding Disaster, are exempt from the requirements established by Section 262.023 of the Texas Local Government Code. This is because these contracts are for the purchase of goods and services necessary to preserve or protect the health and safety of residents of the county in response to a case of public calamity and necessary to make the purchase promptly to relieve the necessity of individuals in the County or to preserve property. Henceforth, the July 2025 Severe Weather and Flooding Disaster created both a public exigency and a public emergency that required County to take immediate action and quickly obtain these goods and services to avoid, prevent, and alleviate serious harm and injury to County residents and property resulting from this disaster and a competitive solicitation requirement would have caused unnecessary delay and threaten the public health and safety of County residents.

Contract Information:
Contract No.: 4400008495
Contractor Name: GFT Infrastructure Inc.
Contract Award Amount: $74,273.00
Contract Period: Through completion
