Staff Report & Agenda Item Details

The mission of the Travis County Children’s Protective Services Board (CPS) is to provide financial support for the special needs of children in the care of the Texas Department of Family and Protective Services, to educate the community about child abuse and neglect issues, and to support and provide a liaison between Travis County Child Protective Service workers and the public by increasing the community’s awareness of child welfare program policies and needs. The board is statutorily mandated to provide coordinated state and local public welfare services for children and their families and for the coordinated use of federal, state, and local funds for these services. On March 3, 2015, the CPS Board was added to the list of boards and commissions subject to the Court’s Uniform Appointment Policy. The board consists of 13 members who serve three-year terms; there is no limitation on the number of terms a member can serve. Unlike most UAP Boards, CPS follows a nomination process, whereas candidates are vetted by department staff and presented to Court for ratification.

On August 11, 2026, the Court ratified the appointments of Chris Craft, Anita Daniels, and Morgan Davis to the Board. At that time, term limits and place designations were not assigned. Additionally, the board has two expired terms held by Lindsay Spinney and Kelley Fowler. Both members have indicated they would like to seek reappointment. Under the provisions of the UAP, both are eligible for reappointment without the issuance of an Open Call.
