Consider authorizing a Professional Services Agreement with Halff Associates, Inc., for engineering services related to the Sunset Drive Signal Improvements Project.
Staff Report & Agenda Item Details
This item authorizes a Professional Services Agreement with Halff Associates, Inc.("Halff"), for the Sunset Drive Signal Improvements Project (the "Project"). As you may recall, the City entered into an advance funding agreement with the Texas Department of Transportation ("TxDOT") in April of this year. Pursuant to such agreement, the City is responsible for the engineering and environmental costs associated with the Project, along with payment for the State’s review and oversight of the Project. This Professional Services Agreement is for the following: Subsurface Utility Engineering; Traffic Signal Design for Sunset Drive at (i) Falling Leaf Drive, (ii) West Castlewood Avenue, (iii) Briarmeadow Avenue, and (iv) Spreading Oaks Block; Compliance with Local Government Project Procedures; Services of a Registered Accessibility Specialist licensed by the Texas Department of Licensing and Regulation; and Project Management Services. Since execution of the Advance Funding Agreement, City staff has made substantial progress advancing the Project in-house. Surveying is substantially complete, and City staff has completed the environmental documentation required for the Project. By completing these activities in advance, the City has eliminated significant front-end work from Halff's scope and positioned the Project to move directly into detailed design, allowing Halff to advance the Project on a compressed design schedule. Halff will perform these services for a lump sum fee of $183,208 (including reimbursable expenses).
