Staff Report & Agenda Item Details

2025-0544 Countywide Structural Change Phase 1 - Positions and Operations On a motion made by Commissioner Dr. Elba Garcia, and seconded by Commissioner Andrew Sommerman, the following order was passed and adopted by the Commissioners Court of Dallas County, State of Texas: BRIEFING DATE: May 6, 2025 FUNDING SOURCE: General Fund Be it resolved and ordered that the Dallas County Commissioners Court does hereby Authorize Phase 1 operations and positions transfers as outlined in Court Order #2025-0401, which approves a structural change for the Dallas County organization. Additionally, authorize the creation of a Director of Fiscal Office position and the review of the SBE position #5825. Both positions will require a review by Human Resources and Civil Service to ensure proper grading and classification. The creation of the Director of Fiscal Office will not have a General Fund impact due to the recommendation of repurposing a vacant position #6686. The movement of existing budgeted positions will not affect the General Fund for FY2025. The Office of Budget and Evaluation will work with Human Resources on the transition of these positions and will collaborate with the Financial Audit team regarding the associated operational budgets. It is anticipated that the phase 1 changes will occur upon approval of this briefing. Furthermore, authorize the Commissioner Court Administration to engage a third-party auditor to conduct a comprehensive review of the county's financial operations. The projected cost for this audit shall not exceed $50,000. Once the financial assessment is complete, recommendations will be made concerning the Financial Audit and Grants Audit divisions.
