Since 2015, Travis County has participated in the CapMetro Service Expansion Program. The program is a partnership with CapMetro and the Capital Area Rural Transportation System (CARTS) to implement transit services outside the CapMetro and CARTS service areas. For Travis County, this applies to “transit gap areas” (unincorporated urbanized areas that are not in the CapMetro or CARTS service areas).

To participate in the program, Travis County is required to complete and update a Transit Development Plan (TDP) that analyzes service needs and plans services over a three-to five-year period. The most recent County TDP was completed in 2023. The program also allows CapMetro to provide the County with a portion of Federal Transit Administration (FTA) Section 5307 funding to support service, while the County provides local match funds and additional funds as needed to implement TDP services and projects. Service levels and current costs are defined in a yearly ILA between the County and CapMetro. The current FY 26 ILA expires on September 30, 2026, and a new ILA is needed to define terms for FY 27.

In the proposed FY 27 ILA, CapMetro will provide $356,533 in FTA Section 5307 funds for transit service and Travis County will provide local funds in an amount that shall not exceed $1,469,463.
