2025-0916 Fiscal Year 2025 New Annual Contract – Authorize and Approve the Fiscal Year 2025 Provider Services Agreement Between Dallas County, Texas and Housing Forward North Texas, a 501(c)(3) non profit entity and sole source provider for the Street to Home Initiative, which aims to reduce encampments and unsheltered homelessness by providing administrative, rental assistance and supportive services to those experiencing homelessness for the period of July 1, 2025 through July 1, 2026, authorized by Chapter 262, section 262.024(a)(7)(A) of the Texas Local Government Code, and enter the sole source statement from the Purchasing Director into the minutes – Amount not to exceed $2,500,000 On a motion made by Commissioner Dr. Elba Garcia, and seconded by Commissioner Andrew Sommerman, the following order was passed and adopted by the Commissioners Court of Dallas County, State of Texas: BRIEFING DATE: August 19, 2025 FUNDING SOURCE: General Funds Be it resolved and ordered that the Dallas County Commissioners Court does hereby The FY2025 Agreement with Housing Forward for the period of August 15, 2025 through August 15, 2026, grants a sole source exemption to the competitive procurement requirements pursuant to Texas Local Government Code Section 262.024(a)(7)(A) for the Agreement with Housing Forward and enters the sole source statement from the Purchasing Director into the minutes - Amount not to exceed $2,500,000 and authorize the County Judge to sign all related documents on behalf of Dallas County. The sole source statement from the Director of Purchasing attached hereto is accepted by the Commissioners Court and entered into the minutes, by incorporation by reference, and the sole source exemption to the competitive procurement requirements is granted for this Agreement pursuant to Texas Local Government Code Section 262.024(a)(7) (A).
