These proposed County Code changes allow departments, rather than the Commissioners Court, to agree to free mobile application terms of use and obligate the County comply with such terms. Generally, the Commissioners Court is the legal entity allowed to obligate the County to such terms.  This allows department Executives and, through them, their employees to agree to such terms as the terms are generally click through terms that appear on the individual employee's devices when the application is downloaded.
