Under the provisions of Title I of the Housing and Community Development Act of 1974 (42 U.S.C. § 5301), the federal government, through the U.S. Department of Housing and Urban Development (HUD), provides Community Development Block Grants (CDBG) to cities and counties. The program aims to develop viable urban communities by providing decent housing, a suitable living environment, and expanded economic opportunities for low- to moderate-income persons.<br data-pasted="true"><br>Travis County Health and Human Services administers a CDBG-funded Home Rehabilitation Program to improve the quality of housing in the CDBG service area for low- to moderate-income, owner-occupied homes. The program offers grants of up to $24,999 to support eligible repairs such as foundation work, roofing, flooring, plumbing, electrical systems, accessibility improvements, weatherization, septic repairs, and related design or engineering work. Assistance is targeted to homeowners earning at or below 80% of the area Median Family Income (MFI).<br><br>The current Subrecipient Agreement with Meals on Wheels and More, Inc., dba Meals on Wheels Central Texas (MOWCTX), expires September 30, 2026. The proposed renewal will extend the agreement for an additional one-year term, from October 1, 2026, through September 30, 2027. The renewal will allow MOWCTX to continue administering eligible home rehabilitation activities and completing projects for qualified homeowners.<br><br>The renewal maintains the existing program requirements, scope of services, compliance responsibilities, and total contract amount. Updated contract attachments are included as applicable for the renewal term.
